To everyone whom it may concern, At a present moment NO concessions were made by Yanukovich. The tactical points of a steps undertaken (voluntary resignation of Azarov, abolishment of dictature laws) are: =to save foreign assets of Yanukovichs family, his retinue and oligarchs from immediate sanctions by foreign governments; =to beat the informational wave of western media by making an illusion of compromise and normalisation; =dont harm Putins Olympics on background of poorly masked intervention into Ukraines internal affairs. Yanukovichs strategic goal remains the same as it was before - brutal and complete repression of protests all over the country and affirming Yanukovichs lifetime reign as by russian-belorussian example. There were no changes in authorities actions whatsoever. Again today dozens of activists were convicted to detention; almost hundred people have gone missing; police and internal forces continue to grab random people off the streets, kidnap people from hospitals and take them to unknown places; the cities in which anti-Yanukovich demonstrations took place are being filled with hired criminals from other places, armed by police (with scrap pipes, bats, traumatic pistols). Berkut is being moved around in busses with no plates, cranes with no identifying plates have built a barricade made of concrete blocks in government block. Government seance issues a rule to increase number of Berkut from 5 thousand to 30 thousand. Moreover, government decisions where made to allow imposing emergency rule with no involvement of parliament in a decision. The curfew and limitation of free movement are practically already in place in the centre of Kyiv for last one and a half month. Individual terror, intimidation, arson of personal transport of activists are widely used - especially in Eastern Ukraine - and where on the rise today - at a day of abolishment of dictature laws. Governments deceptive messages: - Message 1: Azarovs resignation means reformatting the government. This is completely untrue in Ukrainian circumstances. According to current Constitution presidents decree is needed to appoint any minister (except prime minister), ministers deputy or any key official. President retains power to discharge any of those at any moment. If Yanukovich wanter it he could discharge Azarov, Zakhartchenko or anyone else at the very beginning of December 2013 events. Furthermore, current government can still continue working as temporarily acting for 60 days without any changes whatsoever. In current state of affairs, it can continue working as temporarily acting for any time at all, for instance one year. - Message 2: Abolishment of January 16-th laws is a significant concession. The January 16-th laws were knowingly impracticable, they were nothing but a trick made to exchange those laws abolishment for real concessions from the opposition, and also give police officers, prosecutors and judges an indulgence for pseudo-legality of mass beating and kidnapping of opposition activists. - Message 3: A coalition government will be appointed to represent both presidents Party of Regions and opposition which will ease the confrontation and would allow for political compromise. This statement may look legitimate in the eyes of democratic western societies, but it doesnt account for: - current ukrainian Constitution (according to which the president may discharge anyone, say, a week after appointment); - the concentration of power in Yanukovichs hands (in western societies, for example, prosecutors office isnt a factor of a political struggle, while in Ukraine control of the prosecutors office and courts grants 100% of political power in the country); - a collapse of Ukrainian economy and state finances and a total corruption organized by Yanukovichs closes people. - Message 4: Theres a need for a working group to change the Constitution. Constitutional court is headed by a judge from Yenakievo town where Yanukovich originates from. Yanukoving and head of Constitutional court are close acquaintances. It was the Constitutional court that abolished the previous version of Constitution (the result of the compromise during Organe Revolutiuon that balances the divison of power in the country) and brough back the version of Constitution from times of president Kuchma. In order to bring back the democratic version of the Constitution theres no need to implicate a parliament or a working group. The working group was appointed to play for time - to repress activists countrywide using hired criminals, increase the number of Berkut and weaken the protesters on Maidan square that carry on with the protests despite the -10 to -25 Celsius cold (+14 to -13 Farenheit). Yanukovich is capable of simply ordering his fellow countryman Constitutional court head to cancel his previous decision, and this can be done within 24 hours. I call to western diplomats, media and public to not to extrapolate rules of democracy onto the rules by which current Ukraine is living, and judge Yanukovichs real actions but not the tricks he makes specifically to make false impression on western people.
