Today I received a letter from State Representative Nick Milroy regarding legislation for a State Registry for convicted animal abusers.He explained how difficult it was to pass due to the costs involved with starting and maintaining such a program.I know the issue of animal abuse is very important to him and he has always answered all animal legislation requests that i have sent to him, which is more than I can say for my other representatives.He gave me an update on Wisconsins Windchill Law which he has put forth for the last three legislative sessions.He hopes to have it signed by the Governor this session and it will expand the definitions for animal neglect and increase the maximum number of years that an offender would be banned from owning an animal.
