Too many mocking pretenders and deceivers in the town. The TRUTH MUST BE KNOWN AND MUST PREVAIL. Never thought I would ever have to publish this for I need not fame or fortune. Only the truth must be told. Consider YOU NOW KNOW THE TRUTH, THE WHOLE TRUTH AND NOTHING LESS THAN THE TRUTH. The Festival has lost its way and has been "bastardized" over the last 23yrs. TOBAGO: REPUBLIC OF TRINIDAD AND TOBAGO: In the Matter of the STATUTORY DECLARATION ORDINANCE Chapter 7. No. 4. I, GEORGE STANLEY BEARD, of Bacolet Street in the Town of Scarborough in the Parish of St. Andrew, in the Island of Tobago, do solemnly and sincerely declare as follows: 1. That I am a citizen of Trinidad and Tobago by birth and the holder of a Trinidad and. 2. That in the year 1982, I shared the idea and concept of the Tobago Heritage Festival, at a social gathering at my then home situated in Scarborough, Tobago. 3. That the Tobago Heritage Festival was conceptualized and created by me, as a “tool” by which the rich and diverse Tobago cultural art forms could be preserved and used to market Tobago’s tourism, locally, regionally and internationally. 4. That I became an elected Member of the Tobago House of Assembly in 1984 and was made the Assistant Secretary of Tourism, Culture and the Environment. 5. That the Tobago House of Assembly in 1987,when I held the position of Secretary of Tourism; the Assembly agreed to give support to the hosting of the Festival in principle and assigned a budget of $1,000.00 to facilitate the implementation of same in its “Trial” year 1987. 6. That deceased Dr. J.D. Elder, was at the time of the introduction of the Festival, the “sitting” Secretary of Culture attached to the Assembly. 7. That Dr. Elder’s role in the Festival was to ensure that the quality and accuracy of the content of materials developed for the Festival, were authentic and were of a high standard, owing to his qualification, professional training and experience as a renown cultural anthropologist and musicologist. 8. That funding for the operationalizing of the ‘Heritage Concept’ in 1987, was made possible, through the committed and dedicated service and efforts of Ms. Lynette Wiltshire, Ms. Josanne Leonard, Mr. Bindley Benjamin, Mr. Fitzroy Wright (deceased) Joan Applewhite and the Secretary of Tourism; who together amassed $63,000.00 in sponsorship for the hosting of the Festival’s Trial Year. 9. The above named team was also responsible for all technical, production, marketing and management services, towards making the Festival ‘Trial’ as success. 10. That Mr. Edward Hernandez was responsible for the creation of the design of the Festival’s Logo after discussions with the original plan team. 11. That the misrepresentation of the facts pertinent to the true origin, creation and development of the Tobago Heritage Festival, occurred between the period September 1988 and June 1989.[This misrepresentation originated from a difference of opinions within the then NAR.] 12. That I am saddened and somewhat disappointed to be the one, now charged with the responsibility of bringing resolve to this issue/matter; however, the “truth must be told.” And I make this Declaration conscientiously believing the same to be true and correct according to the Statutory Declaration Ordinance and I am aware if there is any statement in this Declaration which is false in fact, which I know or believe to be false or do not believe to be true, I am liable to fine and imprisonment.
