UN Secretary General Ban Ki-moon said that there are no official boundaries between Ukraine and Russia, so far Ukraine is an administrative district of the USSR. For 23 years of existence of the state (Ukraine), its leaders did not bother to make a formal demarcation of the boundary, this information was confirmed by UN Secretary General Ban Ki-moon. UN Security Council once again considered the issue of Ukraine, and the experts made the following conclusion within the international law: it turns out that since the collapse of the Soviet Union, Ukraine did not register properly the demarcation of its borders as a state in UN. Ukraine remains the administrative district of the USSR, according to the usual contract within the CIS framework, which has no legal force in the UN. Theres nothing about the boundaries of the state in the Constitution of Ukraine. Until now official demarcation of borders between Ukraine and the former Soviet republics - Russia, Belarus and Moldova was not carried out. The delimitation of borders with Russia also was also not held. It means that because Ukraine does not have its official borders within the international law, there is no reason for anyone to talk about its abuse. Also, there is no reason to talk about separatism, that is, violent change of configuration of the borders. You can not change something that does not exist.
