UPDATE FOR DECEMBER, 2014 Season’s greetings to all our stakeholders. Although this time of the year is usually a very busy period this year has so far been very quiet. We hope the situation will improve as we head towards Christmas. The month of November was a very successful one for us. Considerable progress was made on site with road construction and water reticulation. The number of people preparing to build has also increased significantly. We look forward to our clients from out of town visiting the site and witnessing the progress for themselves during the festive season. The system that we put in place for clearing those wishing to start building is working well. However, we have since learnt that it is a requirement of the City Council that each stand holder should be shown his or her pegs before the City Council authorises building. This has to be done by a registered land surveyor. In our case we work with Terra Survey. Therefore all clients are advised to report to our offices for directions to Terra Survey offices.in terms of procedure Terra Survey has to show the clients their pegs and charge a fee (beacon relocation fee) which is passed onto Council. Terra Survey will issue the client with a receipt as evidence of payment. There also appears to be some confusion over the issue of VAT. We understand some clients have indicated that they prefer to pay VAT after they have paid in full for the stand. This is not possible. In terms of the law of the land VAT must be paid concurrently with monthly payments. TDI’s obligation is only to collect the VAT and pass it onto ZIMRA.TDI can neither pay VAT on behalf of clients nor decide when to pay. Yet If payment is delayed TDI gets penalised. We cannot afford to spend subscriptions on paying penalties to ZIMRA. Therefore it is in everyone’s interest to have VAT in included in monthly payments. It has always been TDI’s dream to develop a residential area in Gweru that matches the best in the country. With this in mind we wish to appeal to all stand owners to embrace this objective. Dumping building materials in drains will result in damming of water, overtopping and resultant washing away of roads. Please avoid it. Our area is also endowed with beautiful natural vegetation. We encourage all stand holders to protect our indigenous species and to avoid deforestation. We conclude by sharing with you news that we are proud of. TDI was recently awarded a plaque and certificate for outstanding contribution to the City of Gweru at the Centenary Awards Ceremony sponsored by the Zimbabwe National Chamber of Commerce recently.
