UTLA Conducting Wink and Nod Negotiations Mr. Bertz, Either youre misinformed, or youre intentionally trying to mislead members in order to score meals and travel perks from other UTLA leaders. (UTLA still hasnt told us how much they spend on travel to Japan and other overseas locations - and they havent said who makes these trips and how often). If you look at the link below, clearly UTLA and LAUSD were negotiating a retroactive pay raise in May. UTLAs initial letter was in January. laschoolreport/lausd-offers-teachers-salary-2-percent-raise-union-insulted/ If you look at: laschoolreport/wp-content/uploads/2014/05/Union-News-Release-response-to-2-percent-teacher-raise-LAUSD.pdf It states, On January 29, 2014, a salary increase demand letter was sent to Superintendent John Deasy, calling for immediate negotiations and bargaining for implementation retroactive to the beginning of the 2013-14 school year. UTLA’s demand is for a 17.6% increase spread across multiple years. The superintendent waited months to respond; the two sides finally came to the bargaining table in April. While the District’s offer is disappointing, UTLA is committed to being at the table to seek an agreement that reflects what students and educators deserve. To reiterate, UTLA is ignoring the Constitution -- I guess the UTLA thinks MORE pay (in the form of a retroactive demand) is not a good idea. Do you even read what you wrote? You indicate that demands can be made verbally and that they dont need to be written down. In fact, demands do need to be made in writing. I know UTLA likes to do business with a wink and a nod, but secret backroom deals are not a good idea. Thats how Substitute Teachers got sold down river by UTLA. UTLA clearly has a retroactive demand per UTLA policy as established by the House of Representatives. UTLA is choosing to ignore that. What did UTLA get in return from LAUSD for lowering its salary demand to 10% with nothing retroactive? We dont know because these negotiations happen in secret. This sort of secrecy regarding negotiations is very troubling. Unfortunately, a decision was made not to Sunshine until we had all demands fully prepared. Therefore, we had no Sunshine of demands before August. The new leadership used a different interpretation of Sunshining demands which allowed us to own negotiations officially on many levels before we had all of our specific demands written. Therefore, while the HOR voted for certain bargaining provisions in the beginning of this year, the process to get them to the bargaining table in an official capacity left is unable to demand them as retroactive.
