Col: Kulyaigye however, did not mention the hotspot countries. Uganda has been always flexible in sending its troops whenever there arises conflict within its neighbor. During 2007 Kenyas bloody disputed election, Museveni intervened by sending his troops to quell tension building high on tribal dimension between the Kikuyu and Odingas Luo. In Somalia, the UPDF is still active militarily. The colonel said the aim of the response centers is to avoid over dependent on superpowers like Europe and United state to stretch helping hand when blacks are dying. African Union had initially deduced plans to create a rapid reaction force but was yet to deliberate and finalize the proposal.
