Ukraine Tycoon-Turned-Governor Warns of Risks of Cease-Fire Ihor Kolomoisky Says New Demarcation Lines Could Lead to Enduring De Facto Rebel State Mr. Kolomoiskys curtailed ambitions mirror a wider fatigue in Ukraine with the war after evidence of a more direct intervention by Russian forces in August. Mr. Poroshenko has noted that the Ukrainian army lost 65% of its heavy equipment in recent fighting. With military aid refused by the U.S. and Europe, a cease-fire and negotiations are the only chance Kiev has to regain the territories of Donetsk and Luhansk. But the rebels dont appear to be interested in re-integration with Kiev. As a concession to the rebels, Mr. Poroshenko pushed through a law offering limited autonomy for the Donetsk and Luhansk regions that rebels want to make an independent state. The law was so controversial that deputies voted on it in a closed session of parliament in Kiev. Mr. Kolomoisky said that if Ukraine doesnt soon regain control of its border with Russia, rebel-held territory could soon become similar to the Russian-backed Moldovan breakaway region of Transnistria, which has issued its own currency and doesnt recognize the Moldovan seat of government in Chisinau. The demarcation line and the autonomy of the rebel-held territory is meant to be temporary, he said. But a looming danger, he said, is creeping permanence. Mr. Kolomoisky said Ukraine would have a much more difficult time than Moldova in luring its breakaway territory back into the fold, because Ukraines breakaway state would share a long border with Russia. online.wsj/articles/ukraine-tycoon-turned-governor-warns-of-risks-of-cease-fire-1411949596
