Uruguay President Mujica recently apologised for calling Mexico a kind of failed state, because 43 students there were handed over by the police to ruthless gangs of thugs, who murdered all 43 students then burned their bodies... the police had been told to do this by the local Mayor, because the students were going to demonstrate against poor funding of their university and the Mayor didnt want to be disturbed by the demonstration. Well, President Mujica, you did the right thing diplomatically by apologizing to appease anger and possible repercussions of the Mexican government, but you said the right thing in the first place.
