VACANCY ANNOUNCEMENT Position: Database Officer Location: Irbid, possibly other areas in Northern Jordan if programme requires Responsible to: DVFP/CASH Project Manager Number of position : 1 Closing date 12/11/2013 NGO PRESENTATION Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission. Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to: Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours; Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs; Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs. HI has been present in the Middle East since 1987 through its Development Department. HI started from early April 2012 a new project at the regional level aiming at the recognition and respect of the rights of PwD by the authorities and institutions, through the reinforcement of the Disabled People’s Organisations (DPO) and the disability movement at large. In Lebanon, in addition to the regional project, HI has been implemented a project aiming at improving the access to mental health rehabilitation services for the children with psychological distress living in the Palestinian camps. At last, in 2010, HI established the only humanitarian demining capacity in northern Lebanon (Batroun Region) Action Center (LMAC) in achieving its goal of making Lebanon mine impact free by 2020. MISSION CONTEXT Following the yearlong crisis in the Syrian Arab Republic, that has caused the displacement of civilians in Turkey, Lebanon and Jordan, Handicap International is implementing projects in Lebanon and Jordan, aiming at mitigating the impact of the crisis on the Syrian refugees and the host communities. In Lebanon as well as in Jordan, Handicap International aims to improve the access to emergency rehabilitation cares for the Syrian refugees at hospital and community level and to improve the coverage of the specific needs of the most vulnerable people affected by the crisis at the community level. In Lebanon, the targeted areas are the northern Bekaa Valley and Tripoli, whereas in Jordan, the targeted area is the northern region closed to the boarder. PROJECT DESCRIPTION IN JORDAN HI will implement his emergency mechanism (disbilitiy and vulnerability focal point) in order to target the most vulnerable persons who have a lack of access to the humanitarian intervenntion and to re establish this access through direct provision of service or referal. HI is intervening in the northern area since may 2012 and is willing to upsacle her intervention. Multidisciplinary team will be deployed in order to target the most vulnerable affected groups, among them, the injured persons and the persons with disability. A comprehensive intervention will be implemented to cover their specific needs and to improve their capacity to cope with the situation. . THE JOB General objective of the position: The Database Officer is responsible for the data entry, the data analysis and the quality of all data for the Protection project in Azraq. Tasks and responsibilities: Ensure that the beneficiary file are complete and well completed by the field team: Participates in the field teams’ training about the data collection on the field Checks all the files that are coming to the database, and make some recommendations on the completion Ensures the field follow up tools (forms, donation certificates, etc…) are appropriate for entry in the different follow up tools Compiles all data entry from the individual assessment forms to follow up forms until discharge certificate in one data base and ensures the quality of the data entered: Proposes improvements of the data base and follow up tools and ensures the adaption of the individual assessment forms and different follow up forms as needed Ensures adaption’s of the Data base according to the project’s needs Regularly participate in the identification of the most vulnerable people and of the assessment of their needs in order to monitor the data collection done by the different field teams Analyzes data according to the Project Manager’s requests: Provides relevant analysis of the collected data and produce information on project’s outputs, outcomes and impacts Generates comprehensive data for reporting on key variables Generates comprehensive quantitative data on activities using the different follow up tools Demonstrates willingness to improve professional competences and to adapt to the field and project’s needs in terms of data collection and analysis. In charge of filling the files when the file is complete: Ensure that all the appropriate documents in the beneficiary file are available Ensure that all the documents are correctly filed This list is not fully exhaustive. The Database Officer is expected to be flexible according to the project’s needs and accept extra duties as per the demands of the Project. Note that this job description as well as the location of work must remain flexible and is subject to changes, to respond to additional tasks or changes as identified by the line manager. THE SUCCESSFUL CANDIDATE Education: Degree in MIS required Experience: Two years DataEntry experience preferred Experience in Accessibility highly desired Previous experience working with an NGO or in a refugee camp desirable Languages: Arabic (oral and written) English (oral and written) Technical Knowledge/Skills: Vulnerability and disability Inclusion of Persons with Disabilities Universal Design and standards for accessibility Ability to read and interpret design diagrams and perform basic mathematical calculations Computer Skills: Microsoft Word and Excel Other Skills: Good communication and listening skills Public speaking and advocacy skills Proactive Adaptation to specific working conditions Capacity to work as part of a team and autonomously Capacity to work in an multidisciplinary and multicultural team Dynamism and high level of motivation Interest for social work and field work Capacity to keep professional distance with the beneficiaries / adopt empathic positioning Willingness to learn new skills and approaches Good capacity to interact with members of the team and community CONTRACT CONDITIONS This fixed contract is for a period of one months and the position is based in the North for a starting date 17/11/2013. The salary will be defined regarding the HI salary scale on-going.
