VACANCY ANNOUNCEMENT Position: Field Coordinator Assistant Location: Irbid Field Office Line Manager: Irbid Field Coordinator Closing date: 05 January 2015 Number of position : 1 NGO PRESENTATION Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission. HI has been present in the Middle East since 1987 through its Development Department. HI started from early April 2012 a new project at the regional level aiming at the recognition and respect of the rights of PwD by the authorities and institutions, through the reinforcement of the Disabled People’s Organisations (DPO) and the disability movement at large. In Lebanon, in addition to the regional project, HI has been implemented a project aiming at improving the access to mental health rehabilitation services for the children with psychological distress living in the Palestinian camps. At last, in 2010, HI established the only humanitarian demining capacity in northern Lebanon (Batroun Region) Action Center (LMAC) in achieving its goal of making Lebanon mine impact free by 2020. MISSION CONTEXT Following the yearlong crisis in the Syrian Arab Republic, that has caused the displacement of civilians in Turkey, Lebanon and Jordan, Handicap International is implementing projects in Lebanon and Jordan, aiming at mitigating the impact of the crisis on the Syrian refugees and the host communities. In Lebanon as well as in Jordan, Handicap International aims to improve the access to emergency rehabilitation cares for the Syrian refugees at hospital and community level and to improve the coverage of the specific needs of the most vulnerable people affected by the crisis at the community level. In Lebanon, the targeted areas are the northern Bekaa Valley and Tripoli, whereas in Jordan, the targeted area is the northern region closed to the border. PROJECT DESCRIPTION IN JORDAN HI will implement his emergency mechanism (disbilitiy and vulnerability focal point-DVFP) in order to target the most vulnerable persons who have a lack of access to the humanitarian intervenntion and to re establish this access through direct provision of service or referral. HI is intervening in the northern area since may 2012 and is willing to upsacle her intervention. Multidisciplinary team will be deployed in order to target the most vulnerable affected groups, among them, the injured persons and the persons with disability. A comprehensive intervention will be implemented to cover their specific needs and to improve their capacity to cope with the situation. THE JOB Under the supervision of the Irbid Field Coordinator you will have to assist the Field Coordinator in the management of field operations according to HI strategy and procedures in the Governorates of Irbid, Jerash and Ajloun. RESPONSABILITIES & TASKS DESCRIPTION 1. CONTEXT ANALYSIS • Monitor daily evolution of the humanitarian context at zonal, national and regional levels; • Participate in the realization of a security follow up for the base • Alert your Line Manager without delay about security events occurring on the area of intervention; • Participate in building up and maintain a strong reliable network of contextual information sources (through local partners, Jordanian authorities, Syrian networks…); 2. EXTERNAL COMMUNICATION & REPRESENTATION • Participate in the organisation of field visits for visitors (journalists, donors’ representatives, HI staff members…) under supervision of your Line Manager and in line with HI principles & image; • Attend external coordination meetings related to activities implemented in the given area of intervention upon request; • Ensure general presentation of HI activities in Jordan and more specifically in Irbid, Jerash and Ajloun governorates, upon the request of your line manager; • Facilitate the Field Coordinator’s representation (through mediation and translation) or represent him towards local stakeholders at zonal level upon request, in line with HI principles & image. 3. PROJECT MANAGEMENT • Liaise with the Intake Officer in the regular mapping of humanitarian actors who are collaborating with HI in the same area of intervention and be active to further develop the international and national network of cooperation in the area of intervention; • Develop HI relationships with these humanitarian actors contributing to the strengthening of our referral mechanisms; • Assist the Field Coordinator to monitor the implementation of HI strategy & recommendations coming from the Coordination team; 4. INTERNAL COORDINATION SUPPORT • Assist in writing minutes of internal & external meetings; • Assist in translation of documents/newspaper articles from Arabic to English and vice versa • Support on the organization of the weekly base meeting • Support on the organization of monthly staff meeting and any other base events (workshops, gathering...). 5. REPORTING • Contribute to the creation of the monthly situation report (SITREP) of the base; • Provide your line manager with an End of Mission Report. QUALIFICATIONS & REQUIREMENTS for this position Eduation: Hold at least a University Degree in one of the following: o English for specific purpose o International studies and Political Science o Mass communication o General administration or business administration o Educational Science Experience: o At least two year of working experience o A previous experience with an INGO would be an asset o A previous experience in a similar position will an asset Languages Fluency in Arabic (mandatory) Fuency in English (mandatory) Computer skills Proficient in microsoft pack office (excel,word, outlook ....) Personal qualities Excellent communication & interpersonnal skills Strong sense of support & proactivity Strong organisational skills Capacity to work in multicultural team Dynamic and committed to humanitarian projects Honest and transparent Able to work with short deadlines. CONTRACT CONDITIONS The contract will be a 8-month contract with possible extension. The position is based in Irbid for a starting date on the 15th of January 2015. The salary will be defined according to HI salary scale.
