WHEN GRAFT STARES IN YOUR FACE 2 The Municipal Council of Miagao has already taken cognizance of the alleged anomaly over two projects which were already finished but did not undergo public bidding. These two projects were the multi-purpose pavements in Igtuba-Guibongan Elementary School and the other in Miagao West Central Elementary School. SB member Atty. Carmelo Nochete raised the issue when he delivered a privilege speech during the SB session last Thursday asking clarification over the allegations which could qualify as graft. SB member Fio for his part said that he knows about the project and informed the august body that such were not yet finished. One wonders if those projects were already started and not yet finished, why was it there was no public bidding done prior the start of construction? Was it the Office of the Mayor which requested the bidding? The BAC is headed by Atty. Ramil Naciongayo who is also the Mun. Legal Officer. It can be recalled that BAC members MBO Jane Valenzuela, GSO Arlene Nufuar, MPDO Nicolas Moragas and MEO Engr. Diosdado Facon allegedly refused to go on with the public bidding as the two projects were already finished. Atty. Nochete motioned to invite the members of the local BAC in their next session this coming Thursday. SB member Luningning Tuparan seconded the motion in an apparent stand to dig into the issue and ferret out the truth. ((-:
