We propose ... instead of a ban on the carriage horses, Mayor Bill de Blasio and the New York City Council should create a special position for a NYC Horse Commissioner to oversee the carriage horses and NYPD mounted units. The Commissioner would report directly to the Mayors office with due diligence reporting to the humane societies. The commissioner would be responsible for enforcing the current rules and working with the New York State Horse Council - Southeast Region, the AAEP, AVMA and other industry groups to ensure that all horses in New York City are properly cared for and fully up to the highest standards in the nation. Let them truly become the ambassadors of the city and model for other cities and countries to follow.
