Weekly Washington Report to Rain and Hail Insurance Society Members September 23, 2013 By Stephen Frerichs Farm Bill Conference a Step Closer Last week the House passed on a party-line vote (217-210) the Nutrition Reform and Work Opportunity Act – the missing nutrition title of the farm bill. No amendments were allowed as the House considered the bill. The next step is for the House to pass a rule that merges the two bills together. Technically, the House cannot go to conference with the Senate with two bills, so a merger is required. Once that happens, the combined bill is transmitted to the Senate. The Senate could accept the bill (0% chance of that) or substitute its bill and send it back to the House requesting a conference. Technically, the Senate will have to appoint conferees again, although they will likely be the same as appointed earlier. The House will then appoint its conferees so a formal conference can begin. More than likely it will be early to mid-October before all of this takes place. Congress must deal with the end of the fiscal year (9/30) and pass a continuing resolution to avoid a government shutdown which last occurred in the mid-1990s. At least there appears to be light at the end of the tunnel for the farm bill conference. The question remains though, how does the conference handle the nutrition title with the Senate cutting $4 billion over ten years compared to the House’s $39 billion? It can’t be one of those “split the difference” compromises as a $20 billion cut won’t pass the Senate (too much) and probably won’t pass the House (too little). So the conundrum remains. Expect the final conference report, which is not amendable, to be bi-partisan. There is no other way the farm bill stands a chance of becoming law.
