Welcome Remarks Albay Governor Joey Sarte Salceda Visit of DILG Secretary Mar Roxas to Albay May 25, 2014 Our party leader and now Sec. of the Interior and Local Governments, Mar Araneta Roxas – welcome to Warm Albay from our Warm People. Also to your DILG family. We also thank you for coming and boosting our tourism numbers. From VG Imperial and the entire SPA. PCL Pres. Montallana and all councilors of Albay. Provl ABC JP Lee and all the barangay officials and the entire Albay family. At this point, may I first report on the successful compleition of the 8 prerequisites for the operationalization of the $100bn Green Climate Fund under the Philippine chairmanship. Many said it would be a miracle. But, we pulled through and strong moral leadership of President Aquino lifted our efforts. And the Board looks forward to the participation of President of the chairing developing country in the forthcoming Leaders Summit (or pledging session) on Sept. 23 in NY, coinciding with the UNGA On a more local front, I wish to thank Sec. Roxas for defending the Daraga Intl. Airport. And over the phone, I could almost see him write the points I was making – 1. Wealth creation – intl airport may be modest in 154hectres but its would impact on 84,000 hectares of GUICADALE Economic Township where lot prices have risen from P5/sqm to P50psm on the lowside. The second was about spatial integration as the airport is centrally located to serve the needs esp. of ALMASOR, also Catanduanes, Northern Samar and Samar and Camsur. On a more personal note, I would like to thank Sec. Roxas for bringing my appointment to a 3rd consecutive term as RDC Chairman. So, at this point, we I request our quest of honor, the father of LGUs to accept our traditional welcome. Also, our tourist passport, Albay tshirts and pili chocolates called Adelinas since the recipe came from my mother. Our concise plan document for 2014: Todo to-do which shows our goals and programs widely distributed so people can help, and if needed provide comments. THIS INSTRUMENT is a most promising tool for local good governance. 2. A copy of the ALMASOR Tourism Alliance document – patterned after Yucatan Peninsula where Cancun and Chichén Itzá promote each other as one product but separated by 220 kms 3. A copy of our RDC resolution and the proposal on the Regional Strategic Initiatives for Countryside Competitiveness amounting to P69bn which I seek your assistance. It includes among others the road tunnelization of mountain ranges that separate Bicol Region from the mainstream of Luzon. It includes Lucena-Sipocot, Naga-Polangui Freeway, Bridges of Cagraray to Batan to Rapu2. For your information, this was already announced by Sec. Almendras for study and adoption. 6. A copy of RDC resolution endorsing the completed documentation of the Albay BUB/GPBP 414m, focusing on island poverty reduction. 7. A special request for the town of Oas still suffering from water issues for far too long. We need initially P60m for this town to finally pull through.
