When fasting Ramadan was first ordained by Allah at the time of the Prophet Muhammad (peace be upon him), Muslims had the choice to fast or not fast and feed a poor person for each day not fasted. This is why Allah says, ...But to fast is best for you, if you only knew. [Al-Baqarah, 2:184] The choice not to fast was later abrogated, and only those who cannot fast due to illness and other Islamically valid reasons were allowed to not fast and feed a poor person for each missed day.
