When regulations arent based on science... Unless a pilot has his plane banked all the way on its side, I see no way to get a ground based laser pointed at their retina. Regardless, according to physics, specifically the Inverse Square Law, light dissipates inversely proportional to the square of its distance. A plane flying at 30,000 feet being hit with a ground based laser of 3 million candlepower will receive 0.00333 candlepower. Thats a fraction of the light from a single candle. Yep. Thatll burn your retinas out!
