Had the Articles of Confederation been completed and adopted, instead of the Constitution, the bankers would have had far less control. Any constitution must have some prior reference to establish its foundation. The authority for the American Constitution is based upon the Bible; the Magna Carta, signed in 1215 by King John; the Petition of Rights, granted by King Charles I in 1628; the English Bill of Rights, granted by William and Mary in 1689; the right of habeas corpus, granted by King Charles II, and the Articles of Confederation. Any and every constitution thereafter must have an enabling clause. From this point onward, no constitution may diminish, in any manner, those rights already established in the above six documents.
