Why Not Respect Jubbaland’s Autonomy Mr President? July 12, 2013 // admin1 // News, News in English Jubbaland has been a bedrock for warlords, pirates, terrorist, and many other peculiar characters which shaped the recent history of this victimised land and its people. Last May, for the first time in distant memory, the people of Jubbaland elected H E Sheik Ahmed Islam to the presidency of Jubbaland with the overwhelming majority of his candidacy approved and adopted by the 500 traditional Elders. There were celebration and congratulations coming from all over the globe and within the boundaries of the jubbaland state and Somalia as a whole. But with any great news, someone is always sad of it, and that’s what we as jubbalander’s did not anticipate from the president of the federated nation of Somalia, MrXassan Sheik Maxamud, from its inception has try to defame and disrupted the process of jubbaland with a language of tribalism that we haven’t seen since the early nineties and still continue to do so to this very day. The foundation of a state Somalis are inherently a divided people on the periphery of tribalism, therefore it is a natural state that we have arrived and are implementing a “Tribal 4.5 Constitution” as our foundation for the New Somalia Nation. It is regrettable times that we have arrived in this deplorable state, therefore the only way we can rebuild is from a bottom up approach hence the creation of jubbaland.This process of jubbaland has been a dragging horse for a very long time, and some even argue it was a process long before Sheik Xasan came to power, its aim and end would eventually have been and is now a state “Autonomous” within Somalia. Why is it important to build a State such as Jubbaland? The answer is simple, the people in those lands have suffered enough from a very long civil war with mostly the people jubbaland never wholly participated in the war of the last two decades. They have always been occupied or invaded by an unjust rulers who never cared for them, other than securing for themselves and their cronies the most valuable asset in Jubbaland,“Kismaayo”. This great cosmopolitan city with its beauty, has dazzled and mesmerised visitors, warlords and terrorist, alike. In Somalia there is a Saying ‘’ KismayoiyoKistaada”, which means “Kismayo and Your pocket”, maybe they took this pensively in their minds without any regards to the natives, hence why they are troubled to respect the new administration in Jubbaland. When kismayo was liberated by Kenyan forces with the RaasKamboni Brigades, it was a great victory forjubbaland, however it was wider contemporaneousvictory for Somalia as a nation with its perpetual fight against the terrorist plague ofAl Shabab. And looking at attacks on the UN compound in Mogadishu ingeminate this point. The real enemy of Somalia at this current time is Al Shabab, and not emerging states that are freeing them self of the terrorisation of Al Shabab and forging a new path for development and empowerment of their citizenry. The Election of Sheik Ahmed has brought a new kind freedom and excitement for the jubbalandpopulous,a greater hope from the diaspora community who were observing attentively with great anticipation of returning to their homeland after two decades of absence and having a new hope of rebuilding their homes. Why is the President heedlessness tothe Constitution? Firstly, the president seems to side-walk the real reason why he is in Villa Somalia. He needs to look at the way hewas elected in the first place. Unfortunately, his reason for being the “President” of Somalia after the “Qatari Funds”, was a “Tribal Constitution”. It is very unfortunate to look back in recent history, where a constitution is based, divided, and finally elected on tribal lines, rather than a vision of inclusion for all people in the nation state. That the reality of Somalia today. Moving on,let’s examine at what the constitution says on how power sharing and autonomies states should be build. In Article 49 Clause (1) it declares. “The number and boundaries of the Federal Member States shall be determined by the House of the people of the Federal parliament”. Looking at this clause, they are several contradictory with what Mr President Job is and that needs to be very clear to the parliament and the people of Somalia in general. Nowhere in the constitution does it Confirm on the establishment of any state including “jubbaland” that the president has any “constitutional” say/ right on how a state should be erect a self- governing “state” key word a state and not a tribal “City state” like Mogadishu, “Galmudug” and Ximan&Xeeb which he does not want to speak of for his own political survivable. This clause clearly states the description thus explaining the responsibility of parliament and that of the president. So my question then goes back to the president, why are you breaking the law of the constitution you were elected on in the first place? Vilifying and Defaming the Kenyan Forces part of (AMISOM) Mogadishu Administration has time and time again discreetly singled out the Kenyan defence forces as a non-loyal to the Somalia interest, therefore are only loyal to the Jubbaland government. It’s a vague on the Administration part to accuse a loyal supporter whom with the help of the RassKamboni are up-rooting the real enemy of Somalia, the terrorist organisation Al Shabab. From a strategic point a few, the aim was to terminate the terrorist not to condemn the forces who sons are dying in the battle field for your country to be prosperous and join the nation states of world with dignity, whilst they also are protecting their own border to save guard for their tourism industry. It is a logical strategic interest for Kenya to defend its sovereignty from Al Shabab to kill and kidnap the tourist who visit their country. If we take a look at what the president said in his own words, “the Kenyan forces, who are based in Kismayo have denied security protection to the federal government ministers, members of parliament and other official who visited Kismayo. He further stated, they were signs of interrogation, harassment, and discrimination for their clan affiliation and support to the federal government. Thisdissemination of false rhetoric has alienated a very important partner, Kenya has embraced over half million if not more of your country men/ women living safely within Kenyan borders. Kenyan forces deserve more admiration in their support for building a stable Somalia, firstly protecting their borders from Al-Shabab, secondly to repatriate over a million refugeeswho live in Kenyaillegally back to their homeland and finally build an official Bi-lateral relationship based on mutual, beneficial and profitable economic ties which we have built for past the two decades. This is the kind of language that gets you friends in your region and make you exhibit like a states-man in the eyes of the international community. Kenya has helped us when no one did, dissimilar to Ethiopia who has divide and enjoyed the state of dysfunctionalism we are currently indulging in. A legitimate palpable Reconciliation Policy towards All Somali’s Finally, I would like to advice the president to adopt and respect the Somali Law, its people based on the constitution “we” agreed upon, meaning respecting Jubbaland as part of Somalia and refrain seeing them as part of Kenya plan to rule Somali through Jubbaland as a proxy. The only way Somalia can be saved from the previous lawlessness is by adopting the rule of law, respect of its citizens in federal or state level, creating economic wellbeing of the country,establish education systems to free the people of ignorance we gladden in the last two decades, establish a “real” reconciliation effort from the bottom up and not from Mogadishu. A real reconciliation efforts is what the Somali nation is crying out for, we have killed, raped, destroyed villages, cities, all in the name of “Tribe”. The only way we can truly forgive our self’s is being truthful and sincere in the effort to move forward to a better day. It’s not by going back to the nineties politics for which we have lost time and souls, Jubbland is moving forward Mr President if you welcome it, that’s a great news not only for Jubbaland,merely it is for all Somalis. The “New Somalia” isa nation which respects and abides its constitution in theory not in practice yet,if you take the contrary,Somalia as we know it might never rise from the ashes due to Mogadishu administration resisting policy concerning Jubbaland and its unrevealed sister states on the march to self-determination within the Somali constitution. Somalia is for Somali’s “FULL STOP”, this is a policy for a real reconciliation process, and the language needs a robust dynamism for real politicians who are accountable and amenable to “US” and not a tribe. Mr President you still have a chance to win the hearts and minds of “Your people” in Jubbaland and elsewhere in the country, even though the window is rapidly closing for your administration for any hopeful resolution. I believe if you just go to “Kismayo” without any precondition, prejudiced, and partisan attitude, you can bring forth a desirable outcome for the whole nations interest, therefore this kind of leadership is what Somali people/nation are in need for, So let’s stop the infighting and get on with the heavy Job Mr President.
