This is just exactly the type of shakedown you get in those paces. For example, Ojinaga Mexico once had a bad fire. The Presidio, TX fire department responded to help them put it out. Then the Mexican authorities seized their fire truck and held it hostage for ransom money. Same deal here. Mexico is better because they openly admit it.
