With new information out on the death of a New York man last month my position has changed. 1 I did not know the the neck restraint was banned by the NYPD. 2 the cause of death for the man was the choke hold not complications due to his asthma. So with this new information I say that the officer who applied the choke was in the wrong and used a banned restraint excessively. However, I maintain that the rest of the officers followed standard protocol and do not deserve the ire directed their way.
