Signing up by the April 30 deadline won’t hurt you, but it won’t help much, either. There are better solutions for victims. Credit card numbers and debit card numbers were stolen from Target. You are protected by credit and banking laws from misuse of your accounts, but if you were a breach victim, ask your bank to give you a new account number if it hasn’t already done so. And review your statement carefully each month — that’s something you should do anyway to spot fraud faster.
