YB Phee, Penang can be, and should be the cleanest destination - tourists like clean places, and especially clean toilets and public amenities. I am sure you can show your public administration skills to make Penang the place to go. Enforcement against public littering is a great start and I dont know if Penang has a ban against plastic bags - it is the way to go. Just a suggestion . What you can do is ask businesses to adopt a section for cleaning or to fund construction and operation of public toilets. These should be readily available in all major tourist areas and areas of public use such as parks and beaches. Keep up the good work.
