good news for Causal labours NYCs etcs Regularize all daily wagers in the state: Saroori raised issue in the Assembly: Srinagar, August 27: - Senior Congress Leader and MLA from Inderwal Assembly segment, G M Saroori today asked the government on the floor of Assembly to regularize all the daily wagers, casual labourers in the state. “Shrugging off from responsibilities by either sides was against the public interests,” he said while asking the Government to regularise all those daily wagers, contractual staff, Adhoc, HR workers, casual labourers who have completed seven years of service as per the norms in vogue, removal of pay anomalies, increase in remuneration and regularization of Rehbar-e-Taleem (ReTs) as general line teacher after completion of seven years of service, payment of wages etc of causal labourers, need based labourers and daily wagers, would have adverse implications on the general public. “This hapless lot had been put to tremendous hardships despite toiling hard in pressing circumstances. It is irony of sorts that these workers are not being paid even minimum wages,”. He said it was a cruel joke with these youngsters, who have put in now about 10 years service in different departments following their adjustment against clear vacancies. He asked the government to dispense with ‘red tapeism’ and official wrangling vis-à-vis the files of adhocees and contractual lecturers. Saroori revealed that according to the guideline of Sarav Siksha Abhiyan (SSA) teacher engaged through the Education Guarantee Scheme (EGS) of SSA will be regularised as general line teacher on completion of their seven years of service. He demanded immediate regularisation of ReTs in the state. He also demanded to regularize service of Education Volunteers (EVs) converted Rehbar-e-Taleem. He mentioned that first batch of EVs was engaged in March 2003, and none of teacher has regularised so far. “After working for two years as EVs and five years as ReTs, the candidates’ services are to be regularized,” he said. “However, even having worked for more than seven years, the authorities were negligent towards EVs volunteers,” Saroori alleged. He also demanded conversion of seasonal schools to mobile schools for Gujjar and Bakerwal communities and engagement of seasonal teachers to mobile schools at these schools, so that backward and far flung areas of the state may get benefited especially Gujjar Bakerwal community beside make a provision for regularization / absorption of 8000 youth engaged under National Youth Corps Scheme (NYCS), in any government departments. “Government should take decision in the next cabinet meeting to pave the way for regularisation of all casual, need-based, seasonal, contractual and Adhoc labourers deployed in various departments of the state government since long,” Saroori said. Saroori urged to Speaker J&K Mubarak Gul to give direction to the government to regularise the services of all daily wagers and casual labourers working in different departments in the state. Speaker directed Minister of state for Finance Dr Manohar Lal Sharma who was replying on behalf of DY CM Tara Chand to take look into all the matters on priority basis so that these workers may be regularised before the enforcement of Model Code of Conduct due to ensuing Assembly elections in the state, he said.
