i am frustrated out of my mind. my next door neighbors breed dogs. the dogs are kept on the patio in cages with blue tarps around them and in the garage in cages. the law says the dogs must have enough space to stand up and turn around... and thats it. these dogs dont see sunlight at all.. one on the patio yelled and screamed and seemed to be in duress all weekend so i have reported that... i am told the laws are the same in every state.. how do we get this changed. this is so unfair to the dogs. dogs crave human contact and these get none. i have reported them for several other things and they are renters and will move soon but the situation for the dogs wont change.. how can i help these animals
