law is not a brooding omnipotence in the sky, it is a flexible instrument of social order, the legal conditions of any society has to be constantly reassessed and readjusted to meet the ever changing social needs and requirements of the time. However the Nigerian legislators have decided to deceive us Nigerians with an illusion that the 1999 Constitution will be amended, going as far as having public hearing and getting views of the masses towards the said amendment.
