ruben, please forward to all your frie nds and relatives here sa pinas, bka ma biktima lng sila ng mga asungot ng city of fines For so many years, Baguio was known to be the Summer Capital of the Philippines where people enjoyed the cool clean air. But due to the city governments neglect, the mountainside became an eysore and pollution became a major problem, what with the many diesel powered taxis and jeepneys passing through the major thoroughfares of the city. This afternoon at around 230pm, as I came down from the SM exit ramp turning right at UP Drive on my way home to Pangasinan. A group from the so called Roadside Inspection, Testing and Monitoring Group (RITMT), a group under the City Environment and Parks Management Office (CEPMO) flagged me down for a routine emission testing. They asked for my Drivers License and a copy of the OR/Cr of the VW beetle I was driving. Since I was very confident that my car would pass having done so many emission testings through the years, I obliged. They explained to me that I should look and monitor their analyzer so that I would see for myself the readings that would come out. Having explained to me the procedure, they inserted the rod in my exhaust pipe while I sat inside my car watching the readings. Since we were 3 in the car, I knew very well what I saw and was confident that I would pass. But lo and behold they told me that I failed the test, that my carbon monoxide was above the normal level of 4.5 and that my hydrocarbon level was 1000+ instead of 800 only. Anyway, to make the story short, they told me that they would have to get my license plate which I objected and, that I had to go City Hall to pay my fine. Since I objected to their taking my license plate, they told me that they would get my license instead and issue me a Traffic Citation Ticket. I told them I was on my way home to Pangasinan and that I wanted my license back immediately after i pay my fine. They told me they would bring my license to City Hall so I would just get it from there. When I got to City Hall, I asked around where I was supposed to pay my fine. They directed me to the City Treasurers Office where they again told me to go first to CEPMO office on the ground floor. After paying my fine of Php1100.00, they told me to go to the City Legal Office where my license could be retrieved Wrong!!! When I got to the Legal Office, they told me that I had to have my vehicle repaired and retested first before I could get my license back. I told them I was on my way home and that I had no time for repairs and retesting as it was already 4pm at that time. Instead I was advised to to fill up and sign an Affidavit of Undertaking stating the reason why I can not have my vehicle repaired. I thought my nightmare was over when I signed the affidavit, wrong again!!!! Having signed the Affidavit, I was told to proceed to the Justice Hall to have my affidavit notarized, although it was free of charge, the inconvenience was already taking its toll on me......pagod at inis na ako that time. After the notarization, I thought my license would be handed to me already, wrong again!!!! I was advised to proceed to the Baguio Sewerage Treatment Plant located in the Bukawkan Trancoville area and is about 20 minutes from the City Hall. When I got there, I was informed that the team that flagged me down did not yet give my license and that they will still be arriving by 5pm or even later......I was pissed!!! Imagine leaving SM at 230pm to be home early and here I was waiting for these guys to return my license at 5pm. And, since it was a waste treatment plant, you could imagine the smell coming from all over the place, very disgusting for a person who was already inconvenienced by their personnel. At about 515pm, the group finally arrived, since I already began the documentation while I was waiting, my license was finally handed to me, I did not dare step down from my car as I was really ready to go to war......as I turned to leave, I stopped infront of the peoplke who flagged me down and gave them the stare that Im sure they would remember, sana nga may pumalag, handa na talaga ako na babaan sila sa sariling lugar nila, the Lord is still good to them...... ANALYSIS AND QUESTIONS: 1) Since when were emmmission technicians allowed to confiscate license plates? 2) Isnt the fine of Php 1100 a bit too high for the first offense specially for visitors to the City who are not aware of such an ordinance? 3) As mentioned by one technician who flagged me down when I asked him why they were singling me out, he said THEY WERE AFTER OLD GASOLINE FED VEHICLES NOT DIESEL 4)Does this mean, the CEPMO people have already cleared all the diesel fed taxis and jeepneys in Baguio....they must be kidding!!!! 5) And if they plan to continue this campaign, dont you think it would be best for all concerned that fines, documentations, notarization and retrieval of license and/or plates should be under one roof so as not to harass and inconvenience the people? 6) And, if they are after OLD GAS FED VEHICLES, I would suggest that we inform all car enthusiasts specially the vintage car groups, old school groups not to dare drive their beauties up to the City of Fines 7) Lets spread the word before a lot of our friends with old cars be a victim to this new type of fund raising campaign 8) Let this news go through the net; FB, Twitter, YM, Emails, etc so that the City of Fines will know better how to implement their ordinances and maybe find better responsible ways to increase there funds ruben, please forward to all your frie nds and relatives here sa pinas, bka ma biktima lng sila ng mga asungot ng city of fines For so many years, Baguio was known to be the Summer Capital of the Philippines where people enjoyed the cool clean air.
