sir, plz construct atleast one lake in every district of india and connect them with a network of canals which can be used for transportation ( waterways) and use them for irrigation too, then we can singlehandedly solve the problems of flood, drought, groundwater recharge, food production(bcoz of irrigation 60% of unirrigated agricultural land of india will start giving two to three crops a year that in turn control farmers suicides bcoz 99% of farmers suicides are from rainfed and unirrigated areas),transportation(water transport being cheapest; in america great lakes region is an example where most transportation is done by waterways ). Connecting rivers involves international and interstate problems so avoid. Constructing, managing lakes by ppp model will prove easy and viable with nearly zero or very less funding bcoz prices of soil are very high in market. ek trolly mitti (nearly 100 cubic feet) ki keemat market mein 500-600 rupees hai isliye contractors mitti khodne ke rupai nahi lega. ye kaam nrega ke tehet bhi karvaya ja sakta hai. water from lakes of lower altitude areas can be pumped to lakes of higher altitude areas by using solar energy and wind energy pumps. hydel energy can also be produced along these lakes when water from high altitude lakes will flow to low altitude lakes. a series of water locks( as in panama canal) should be made to navigate upstream smoothly ( both passengers and freight). a whole economy based on these waterways will come in existence( like indian railways) which will create lakhs of jobs and absorb rural unemployed youth and will utilize their local know how developed over ages ( example: mallah is a caste of sailors in north india who became unemployed bcoz of increasing popularity of road and rail transport) . these lakes can be developed for tourism, a series of water parks can be made along these waterways by private sector. plantation of fruits and veggies along them and their processing, packaging and export can be done. milk production can be enhanced by setting up dairies along these canals for export or local consumption( fodder can be easily grown along these canals, pisciculture etc ). process of urbanisation can be slowed down by setting up modern planned villages along these canals involved in different aspects of agricultural production and processing and export. navigable soil testing labs, clinics with docs, agri scientists can be deployed. sir, as we know there are two indias in india, one urban with all facilities and prospects and second rural with poor but laborious yet overlooked people. this second india of villages requires a completely different approach of development. it is agricultural based ( we have one of the largest cultivable land in the world), agriculture is water based and water is monsoon based and monsoon is highly variable in space and time. water is very precious and a highly delicate matter in india ( inter state river issues) and asia( for pakistan kashmir gives most of water supply so kashmir issue important for pak and tibet gives most of water supply to china and southeast asia so tibet important for china) thus in place of linking rivers , we can use flood waters of himalayan rivers to fill these lakes. in a few years of monsoons we can fill our lakes by flood waters and slowly connect them with canals and gradually rivers can be connected with them (if required ) by taking states in confidence. thus we can use the flood waters for our collective good and for developing and prospering the villages of india. if villages will start developing we can sustain a double digit growth for decades on our own
