very good point Brian Roberts Before you retrain police, you have to change the rules of engagement concerning the use of a firearm. I feel threatened is too vague. Threatened by a moving hand? It may be cause to act. But to shoot with intent to kill? Come on. And how can deadly force ever be justified once it has been determined the person is unarmed? The media has too many people believing that its justifiable to shoot a person resisting arrest, suspected of a crime, or is protesting in justice or is a poor black male carrying a toy. A person who asks why they are being arrested can be considered resisting arrest. The rules of engagement should not make it so easy for a cop to commit murder. Yet thats where we are today.
