Message from the Top General Motors (GM) recently announced participation in a three way partnership between Raytheon, GM and the US Army to sponsor the Shifting Gears training program. In the Shifting Gears program, transitioning military personnel take training on a military base and upon graduation, have taken a high percentage of the training that GM requires of GM dealers. This training positions the graduates well for future employment at a GM dealership. To help place the graduates of this program, GM is setting up a web site for dealers to post job openings. VetJobs is pleased to announce that VetJobs won the bid to build the jobs website for GM car dealerships nationwide. The new site is now live and is called GMDealerShipJobs (gmdealershipjobs). The site will eventually have jobs from all of the 4,300 GM dealerships nationwide. The roll out and promotion will be an ongoing effort for the next two months. At an October 13, 1775 meeting in Philadelphia, the Continental Congress voted to fit out two sailing vessels armed with ten carriage guns and swivel guns. The frigates were to be manned by crews of eighty and to cruise the Atlantic for three months to intercept transports carrying munitions and stores to the British army in America. This was the original legislation out of which the Continental Navy grew and as such constitutes the birth certificate of the Navy. I highly recommend those in Georgia take advantage of this program and I did and found out a have a interstitial pulminary lung disease, but caught it at the very beginning of its development. One of the major causes of Interstitial lung disease is exposure to asbestos, which happened on two ships to which I was assigned. Having caught this at the beginning, it is very treatable in my case. The VA does NOT do this type of screening, so were it allowed to progress, it could have been life threatening. The GDP was driven by several items, notably corporate profits being up strongly and exporting increased. However, with the financial growth taking place, the average worker and family do not feel their situation has improved. The average household earnings fell 8.7% from the peak of $56,048 in 2007. Even worse, its 6.6% less than the $55,030 made in 2000. While the recession may have officially ended five years ago and Wall Street is rocking and rolling in profits, the average American family is not seeing an improvement in their situation. The average median household income was $51,371 a year in 2012 (most recent comparable figures), a fall of $4,677 from 2007. This should be a wakeup call to our politicians that the economy is definitely on the wrong path. Unfortunately, the current administration does not seem to want to embrace policies that will improve the economy. Demand for Information Security Analysts at All Time High Wanted Analytics reports hiring for Information Security Analysts reached an all-time high in August, with more than 26,700 job ads. This was 24% more ads than what appeared online during the same time last year. As demand reached its highest point yet, security spending is expected to grow, according to research from Gartner as cited by CIO. However, despite talk of rising security budgets, security professionals say that salaries remain flat as businesses are not willing to pay for skilled talent. CIO says, Part of the disconnect comes from a lack of understanding of the resources and effort needed to support a viable information security program. Wanted Analytics examined salaries for Information Security Analysts in the US to see what employers are using in their job ads to attract talent. Keep in mind, this is not the salary that is agreed upon between employer and employee. This is the pay used in job ads to attract candidates. What are employers using in ads to lure security talent to their organization? The median salary that employers advertise for Information Security Analysts is $105,750. Below are the locations with the highest advertised salary ranges for this position. Currently, Washington (DC) has the greatest demand for Information Security Analysts. However, the Silicon Valley area advertises the highest salaries. This may be partly due to the known competition for IT talent in this region and candidates demanding higher salaries. DOD Expands Military Financial Protections The Department of Defense announced a regulation proposal that will reduce predatory lending practices, expand protections provided service members by closing loopholes in current rules, and ensure military families receive the important consumer protections they deserve. The proposed actions will apply to the protections found within the 2006 Military Lending Act, and include payday loans, vehicle title loans, refund anticipation loans, deposit advance loans, installment loans, unsecured open-end lines of credit and credit cards. The proposal will be published in the Federal Register for public comment on Monday, Sept. 29, and is on display today at ofr.gov/(S(stnraikvfefq3v2y11k3buzu))/inspection.aspx. Demand for Recruiters Rising >From ERE.net: Demand for recruiters is rising as employers emboldened by improving economic signals in the U.S. and globally add new jobs, only to find it ever more difficult to hire the workers they want. Wanted Analytics says the number of online job listings for recruiters rose 4.5% in August from the same 30-day period a year before. In the HR category, recruiter jobs are now second only to the listings for HR managers, says Wanted. The research firm analyzes online listings from corporate sites, job boards, and elsewhere to create reports on the types of jobs being advertised and other information and business intelligence. “Recruiter” was the most commonly advertised job title, according to Wanted Analytics’ analysis. Among the top 10 most frequently listed recruiting job titles were three naming specific niche areas: Technical recruiter, Information Technology recruiter, and Sales Recruiter. 8. Jobs Staying Open Longer Than Ever >From ERE.net: August may have disappointed labor analysts with its unexpectedly low count of new jobs, but for recruiters, the evidence out of Washington and elsewhere says recruiting difficulty is only going to get worse. Nationally, it took 24.9 business days (Monday-Saturday are business days for this report) to fill a job in July, according to the Dice-DFH Vacancy Duration Measure. That’s a bare tick off June’s 25.1 days. Meanwhile, the Job Openings and Labor Turnover Summary from the U.S. Bureau of Labor Statistics, put July’s openings rate at 3.3, a 22% increase over the 2.7 in July 2013. What these numbers mean is that the average number of openings, expressed as a percent of total employment, is increasing. Or, to put it more simply, the number of open jobs is creeping up. With the size of the labor force shrinking, it’s no wonder that it is taking longer and longer to fill a job. Now Wanted Technologies, which analyzes online job postings from corporate sites, job boards, and elsewhere, found that for the most in-demand jobs, as determined by the number of ads posted online, job posting time alone can be more than double the national average of time to fill. The typical job posting for a nurse stayed up 50 days. For a software developer, it was up for 47 days. Not surprisingly, these jobs also regularly appear on Wanted’s list of the top 10 most in-demand. Joining them in August were ads for truck drivers, which stayed up 55 days on average, customer services reps, retail managers, and marketing managers. 9. House Panel Questions Accuracy of IG Report on Veterans’ Deaths >From FRA.org: The House Veterans Affairs Committee held a hearing this week to review the recently released Inspector General’s (IG) report on scheduling manipulation and veteran deaths at the Department of Veterans Affairs (VA) Medical Center in Phoenix, Ariz. Under intense questioning, IG officials reluctantly acknowledged for the first time that scheduling delays contributed to deaths of veterans awaiting care at the Phoenix facility. The hearing followed the release of an IG report earlier this year, which was ordered after VA employee whistleblowers revealed secret waiting lists to cover up long delays in care for veterans—revelations that turned into a national scandal, forcing then-VA Secretary Eric Shinseki to resign. The IG report stated that the investigators could not “conclusively assert” that any of the 40 deaths were the result of extensive delays in care, but the hearing questioned the accuracy of that report. “While I am pleased IG officials finally cleared up these glaring inconsistencies, I regret that they only did so several weeks after the release of the Phoenix report and after hours of intense questioning. Getting the whole story out of inspectors general should not be this difficult,” Rep. Jeff Miller (Fla.), chairman of the House Committee on Veterans’ Affairs, said in a statement after the hearing. Ranking Member Mike Michaud (Maine) echoed Rep. Miller’s concerns, saying, “Today’s hearing provided valuable insight into what problems remain within VA, and what we need to do more of moving forward as we reform the Department. I left the hearing troubled by the fact that there remain questions as to whether the IG report gives a full picture of the impact of the failures in Phoenix on our veterans.” 10. Navy Retention Study >From FRA.org: The U.S. Navy recently completed a study to better understand the barriers to adequate retention for the U.S. Navy. The survey, conducted between May 1, 2014 and May 30, 2014, indicates that sailors are most likely to leave uniformed service because of their perceptions of increasingly high operational tempo, poor work/life balance, low service-wide morale, declining pay and compensation, declining desire to hold senior leadership positions, and widespread distrust of senior leadership, all of which erodes loyalty to the Navy. The survey indicates that 80.4% rank the current retirement system (defined benefit pension), and 73.9% rank pay, as the two most important reasons to remain in uniform. When asked about the impact of the current 20-year retirement plan, 75.8% of enlisted and 80.9% of officers said changing to a 401 K-style system would make them more likely to leave earlier in their career. The survey seems to indicate that any drastic changes to the mili tary retirement system could have catastrophic consequences for retention. The study conclusions are based on a random sample of 5,536 responses with a margin of error of 1.3%. A copy of the report is available at dodretention.org. 11.
