التجمع العنقودي لصناعة الجلود والاحذية بصدد توظيف مدير للتجمع وفق المواصفات الواردة في الاعلان ادناه الرجاء بمن يرغب تسليم طلبه عبر الموقع او مباشرة الي,اللغة الانجليزية ضرورية Vacancy Announcement Private Sector Development Cluster Project The Palestinian Ministry of National Economy (MoNE), the contracting authority, in partnership with Federation of Palestinian Chambers of Commerce, Industry and Agriculture (FPCCIA) has received financing from the French Development Agency (AFD) to implement the Private Sector Development Cluster Project “PSDCP” in West Bank and Gaza (2012-2016). A Project Operational Unit (OU) has been established in the FPCCIA with a team of international and local experts to support Project implementation. The objective of the PSD cluster project is to strengthen the competitiveness of the local companies, and especially MSMEs, in order to increase their local market share and/or explore new markets for export through (1) support to the structuration of productive sectors/sub-sectors with high potential by the creation of linkages between the stakeholders of a same value chain on a defined territory through the cluster approach and (2) improvement of public-private dialogue. The PSDCP project has selected through a call for proposal five clusters who will receive project assistance to develop their competitiveness from the following localities: 1- Salfit; Furniture Cluster 2- North Hebron & Bethlehem; Stone and Marble Cluster. 3- Hebron; Leather & Shoes Cluster. 4- Jerusalem; Tourism and Handicrafts Cluster. 5- Gaza; Palm Trees Cluster. Within this project, FPCCIA seeks to hire highly qualified five (5) Clusters’ Managers with immediate availability for duration of 36 months and to be hosted in the Chamber of Commerce in Jerusalem, Hebron, North Hebron, Salfit and Gaza. The PSDCP will train the cluster Managers and expose them to good cluster experience through a comprehensive training and monitoring program particularly in the fields of human engineering practices, collective intelligence promotion, change management, team and strategic coaching. Job summary: Under the guidance and supervision of the project Team Leader, the Cluster Manager will be working closely with the cluster to facilitate development of the cluster members towards strengthening their competitiveness. Tasks & Responsibilities: • Animation, trust building, promotion of social capital; • Mobilization, information, and organization of the clusters’ actors; • Build and maintain strong working relationships with all stakeholders and partners to promote open and positive communication about Cluster objectives and needs; • Networking and business linkages locally and abroad; • Support the formulation of clusters’ strategy and action plan; • Establishment and coordination of working groups within the cluster; • Conduct regular Cluster assessment and disseminate the results of their assessment to relevant stakeholders; • Formulation, implementation and follow up of clusters’ collective projects with access to BDS and access to finance; • Monitoring and evaluation of cluster development, with a sustainability perspective; • Liaise the cluster on all aspects of grant cycle; • Ensure that cluster’s beneficiaries and BDS providers are fully aware of project’s granting guidelines and procedures, compliance requirements and regulations; • Facilitate triangle cooperation among cluster core groups, BDS providers and banks; • Identify and facilitate needs-based trainings and capacity building initiatives for Cluster members; • Guide the successful implementation of collective projects; • Manage the cooperation and coordination with all relevant actors and partners (cluster members, ministries, donor agencies, etc.); • Manage the cooperation with other clusters and initiatives on a national as well as international level; • Management and coordination of cluster services (e.g. trainings, export promotion, trade fair participation, etc.); • Organization of cluster meetings and events; • Prepare Cluster Annual Reports and bulletins; • Work closely with the OU staff to collect, analyse and share essential information with stakeholders; • Provide logistics and administrative support to ensure effective implementation of Cluster activities; • Other duties, as assigned by the Team Leader. Qualifications & Skills • University degree in economics, Management, development studies or any related field. • At least 4 years of professional experience in the private sector, business development and/or project management • Excellent interpersonal communications and coordination skills and proven ability to work constructively with a variety of stakeholders to achieve common goals • Previous experience in Innovation management and R&D would be a plus • Sector experience in Furniture and/or Agribusiness and/or Shoes making and/or Tourism and/or Stone & Marble would be preferred • Ability to moderate and to intermediate • Excellent Coaching and mentoring skills • Excellent planning, project management and problem solving skills • Strong analytical and strategic skills. • Knowledge of relevant local and international actors on one of the sectors listed above (companies, universities, donors, etc.) • Highly organized, able to prioritize and meet deadlines effectively, and ability to work under pressure • Willingness to improve skills and knowledge • Excellent oral and written communication skills in English and Arabic • Proficiency with MS Office Suite • Valid driving license.
