Never confuse the two. It will protect the state from violence, anarchy & threat. However, it will not protect the government, no matter which one, and incontrovertibly never protect one lot of people or attack a specific other people out of support for a government. In no way, can we expect this fiasco to effect operation Zarb-E-Azb. However, if the government is still urging the army to step in, it only shows the incapacity of your civil defense and the government itself.
