1. There is high decibel protest on need of changes in Indian Labour Laws more so after post independence (1947) and post(1991) liberalisation. But Trade unions are die hard against any changes be it Congress (INTUC), Communist (AITUC) or even the BJP (BMS) affiliated TUs. 2. So, the Centre has taken a circuitous route.Labour laws are being amended through states and consented by the President as legal requirement. Rajasthan has already effected changes and MP is following & now Maharashtra has come up with a proposal to be tabled in assembly. 3. If Maharashtra changes come then an industry employing up to 299 workers won’t require any Govt. permission to LAY OFF or CLOSURE. 4. Changes are must. But what kind of changes? Trade Unions are not debating. And ‘Phoren’ companies not ready to come .Way out?
