According to a recent Canadian study, there was not a significant reduction in hospitalization rates due to dog bite injuries before compared to after breed specific legislation (ie banning certain breeds). Dog bite prevention requires a multifactorial approach such as training people to recognize behavioral cues from dogs which signal that the dog is not happy with the situation, better socialization of dogs, not breeding dogs with fearful or aggressive personalities, etc.
