According to the U.S. Constitution once a bill goes to the Senate from the House of Representatives the Senate can not amend the the bill in regards to funding. In short, Senate can not put the funding for Obama care back in the budget, they can only vote yea or nea on the bill and send it back to the House with only recommendations they feel need to be changed if they vote no. I still say all Americans should be able to vote for this law since it only effects us.
