Buruuli, Bunyara, Kooki Cultural Leaders Petition AG Jointly Over Land Titles By: Our Reporter The Kamuswaga of Kooki, Isabaruuli and Ssabanyala have jointly petitioned the Attorney General over the delayed return of their properties. Ssabanyala Baker Kimeze at cultural function in Buruuli Chiefdom Apollo Ssansa Kabumbuli, the Kamuswaga of Kooki, Mwogezi Butamanya, Isabaruuli and Ssabanyala Baker Kimeze want a quick return of their chiefdom properties, which are still in government possession. In their September 1st petition to the Attorney General, the three cultural heads argue that on August 31st 2013, President Yoweri Museveni wrote asking them to work with government officials implementing a memorandum of understanding to verify their property and explain their interests, which they did. The Implementation Committee is led by Peter Nyombi, the attorney general and State House Legal adviser Florence Kiconco. However, in their petition titled ‘Lapse in the Implementation of the MOU’ the cultural heads argue that their nominees have been sidelined by the committee stalling the return of their property. In their petition, the trio also want all titles belonging to their chiefdom that were erroneously handed over to Buganda returned to them within the shortest time possible. They also suggest that before any further transaction is made, the Attorney should consider their interests. The petition is copied to the Prime Minister Amama Mbabazi, Minister of Gender, Labour and Social development Mary Karooro Okurut and Chairperson Uganda Land Commission. Erukamu Kwebeya, the Prime Minister Buruuli Chiefdom confirms they have petitioned the Attorney General but declines to divulge details. Recently, Denis Muyomba, the minister for Planning and Management Buruuli chiefdom said that their plans to open up farms and set up projects on the affected land have stalled due to absence of titles. Stanley Ndawula the Kooki Information Minister says they decided to jointly petition the Attorney General because their share concerns. Ndawula adds that in Kooki is in possession of 13 land titles but they are not certain whether they are genuine of fake since Mengo was recently given titles for the same land. He says they want the AG to streamline the matter. James Lwebikire, the spokesperson Bunyala Chiefdom says they want Attorney General to implement the memorandum of Understanding as directed by the president. Denis Walusimbi, the Mengo Information minister says none of the land titles returned to Buganda belongs to the chiefdom. Walusimbi notes that the constitution is clear that Buruuli, Bugerere and Kooki are part of 18 the counties found in Buganda Kingdom adding that, any arrangement that may lead to loss of land to any institution will be will be null and void. Efforts by our reporter to talk to the Attorney General Peter Nyombi were unsuccessful as his mobile was switched off by the time of filing this story. Rose Namayanja the Information Minister asked for time to cross check as she had not yet seen the petition. Some of the contested property Buruuli is demanded includes administrative units at Kakooge, Nabiswera, Kalungi sub counties, Nakasongola district headquarters and three square miles of land in Lwapanga Sub County. Bunyala is demanding for titles of 12 administrative units whereas Kooki wants 13 land titles.
