But the budget resolution comes with two major caveats: it won’t come in the form of a tax, which the mayor initially wanted. And second, the Senate is moving to protect charter schools from some of de Blasio’s decision-making, altering the balance of power that Albany had previously given to City Hall. For de Blasio, it’s a victory on his key proposal, coming at a cost he appears willing to accept.
