Colonel Frank Noonan, Commissioner of the Pennsylvania State Police, retires this year. On January 14th, we gathered to wish him well, and I presented him with a Senate Citation honoring his great career in law enforcement. For years, I have had the great pleasure of working with Colonel Noonan as he chaired the Municipal Police Officers Education and Training Commission (MPOETC). I currently serve as a member of MPOETC and have worked with Colonel Noonan to implement best practices in police training and ensure our officers have the resources they need to protect the community. He has been an outstanding leader of our excellent Pennsylvania State Police, and a great partner to the legislature. He will be dearly missed and long remembered for his great service to his county and to our Commonwealth.
