Dear Prof. Ashok Kaushik / SGND Khalsa College, With reference to your query today morning, I wish to draw your kind attention to my recent mails on the two vital issues viz., (a) automatic come-over from CPF to GPF w.e.f. 01.10.1987; and (b) one stagnation increment to all senior colleagues in DU who had been stagnating for more than one year as on 01.01.2006, the date of fixation of revised pay in terms of the recommendations of the 6th Pay Commission. It is very unfortunate that the DU and its able officers (mostly Ph.Ds on tomato, potato, literature, history, political science and other non-management subjects) could not appreciate the grave injustice that was done to the senior faculty in DU and its constituent colleges. It was even more painful when they asked everyone to go to court and get an order or direction on the issue under reference. Our Constitution makers never visualized that such a situation might arise when the Executive would completely feel shy of performing its duties diligently and look for orders and/or directions from Judiciary on almost all matters. If this was not dereliction of duty, then what this term means..........I ask myself........! Under the circumstances, I was constrained to exercise my Fundamental Right under Article 19(1)(a) r/w other provisions of the Constitution of India; and do the needful on both the above named issues. As a law abiding senior citizen of India, it was the minimum that I could do..........I thought......!! ......And I gave wake-up call to all.......!!! Thank you very much for your appreciation of my humble efforts. I wish to place on record the commendable work done by certain other colleagues, including Prof. Ashok Chadda (Bhagat Singh College), Ms. Anuradha (JDM), Dr. Shiba C. Panda (Satyawati College) and, of course, our DUTA President Prof. Nandita Narain who led her team very well on these issues. Now, since the Delhi High Court has given its (three) clear-cut judgements on the CPF2GPF issue on 30.04.2014; and the stagnation increment matter has been settled favourably by the GOI vide. its O.M. dated 04.07.2014, it is for the DU, DUTA and the college principals to expedite requisite processing to avoid further delay.
