For those interested on COP 19, here is a closing statement to SBSTA Pleanary by PNG on behalf of the Coalition of Rainforest Nations, CfRN COALITION FOR RAINFOREST NATIONS OPENING STATEMENT TO SBSTA39 16 November 2013 Thank you Mr. Chairman, PNG has the honor to speak on behalf of the 52 countries of the Coalition for Rainforest Nations, those following have endorsed this statement: Bangladesh, Belize, Cambodia, Cameroon, Central African Republic, Chad, Costa Rica, Cote d’Ivoire, Democratic Republic of Congo, Dominica, Dominican Republic, Equatorial Guinea, Fiji, Gabon, Ghana, Guinea, Guyana, Honduras, Kenya, Liberia, Nigeria, Panama, Republic of Congo, Solomon Islands, Togo, and Uganda. Mr. Chairman, at the outset we would like to associate ourselves with the statement made by the distinguished delegate of Fiji, on behalf of the group of 77 and China. Mr. Chairman, our Coalition sees the agreement on REDD+ here in Warsaw as a package. A major agreement for REDD+ is with reach here in Warsaw, provided that we collectively lift our game and demonstrate we are finally serious about REDD+. Therefore, A REDD+ package must include the following three major elements. 1) SBSTA: The completion of methodological guidance for REDD+ is possible for REDD+ that may guarantee a high level of environmental and social integrity. Mr. Chairman, substantial progress has been made this week on methodological guidance for REDD+. In particular, we welcome this week’s advancement on measuring, reporting and verification and on the establishment of national reference levels. 2) SBI/SBSTA: The second necessary element is a body to faciliate better coordination of support for the implementation of REDD+ activities. We need the establishment of a body under the COP to coordinate the provision of finance under the Convention and within multilateral and bilateral channels. We must ensure coherency and consistency of the support provided and guarantee an equitable distribution of financial resources. This body can save tens of millions of dollars per year over the fragmented system currently in place. 3) COP Work Program: Finally, a decision on results based finance for REDD+ such that countries are clear how results based finance will operate to scale up needed mitigation actions. However, we cannot accept a partial decision. The SBSTA decision, for example, will cost developing countries tens of millions to implement in each REDD+ country. Further, implementation of those decisions may imply economic impacts in the many hundreds of millions of dollars in each country. Therefore, moving forward without a body under the COP to coordinate and faciliate the scale up of REDD+ finance is highly irresponsible for REDD+ countries. Mr. Chairman, our Coalition has shown a great degree of flexibility this week. We are now expecting the same from our partners. We need a clear signal to the outside world that we are serious about implementing REDD+ actions. We need a strong decision on the coordination of support for REDD+. We are therefore looking forward to sufficient time for finalizing our work next week. Mr. Chairman, Warsaw can produce a balanced package where the linkage between technical and methodological issues, finance and governance is clearly established in order to allow rainforest nations to start implementing REDD+ across the globe and putting a significant dent in the emissions gap the world currently faces.
