GHANA FEDERAL GOVERNMENT CONFUSED AND DERAILED OF IDEAS The proposed ‘No pocket for Ghana Police to stop bribery’ is not only laughable, but an expression of a confused leader mentally derailed of ideas and solutions to problems prevalent in African nations. What has pockets on uniforms got to do with checking of bribery in the police force? Back home, search any Nigerian policeman on duty post hardly would you find a dime in his pocket. Does this rule out that they don’t collect bribe? The secret is that every police post has an unsuspecting and innocent looking civilian that do the bribe collections on their behalf. Until African countries and her leaders stopped the approach of societal ills from primitive angles ‘change’ will remain elusive and a mirage. If I have my way I would suggest that African countries undergo re-colonization. Isn’t it better we despise shame and get it right now than to continue to wallow in perpetual obscurity? The America and British police are role models and should be our yardstick for emulation. I don’t know the terminology used in other African countries to perpetrate the bribe thing, but in Nigeria the official terminology is “Returns”. Expunge “returns” from the running of our national economy and bribe would cease to exist. I want to say authoritatively without fears of any form of intimidations that “returns” has remained an old and only effective determinant tool by those at the helm of affairs in Nigeria’s civil service to perpetrate bribery and corruption. The heads of department in the Nigeria police, Customs service, Immigration service, Prison service, Fire service etc sends daily, weekly, monthly or yearly “returns” to the ‘Oga’ on top as agreed, as a condition for such head of department to remain on the rosy fields of operations or risk being dumped on a barren field of no “return” until God knows when. This is reason the police collects bribe with impunity.
