Establishment of Infrastructure Victoria to under prioritisation and advisory functions, with specific focus on Melbourne future port capacity including Port Phillip bay (Point Wilson) vs Port of Hastings. . Establishment of Project Victoria which will replace Major Projects Victoria (DSDBI) who will be responsible for delivering the priority project identified by Infrastructure Victoria, including level crossing removal. They will also be tasked with undertaken research and developing guidelines for applying appropriate procurement models for different types of projects. . Privatisation of the Port of Melbourne (Circa of 40-50 year lease), estimated to realise $4.4 to $6.6 billion. Its likely that this will now be offered for lease in 2016/17 or beyond, after an alternative port has been established. . Establishment of a Victorian Transport Building Fund from the proceeds of the lease of Port of Melbourne. The government will be development guidelines for the fund to align the VTBF with Infrastructure Victoria. . The Victorian Code of Practice for the Building and Construction Industry established in 2012, to be abolished. . Establishment of a Premier Jobs and Investment Panel- $200 million will be provided for a Futures Industries fund which will provide companies with grants of up to $1 million to support job-creating projects specifically in key infrastructure sectors such as energy, transport, defence and construction technology. . Investment in Transport- Project and Program Commitments: o Metro Rail $9 billion - $11 billion: Project will double the size of the city loop and construct new Stations at: Domain, Parkville, Arden, CBD north, and CBD south. It will also fast track enhancements and additional works throughout the rest of the metropolitan rail network. The project will deliver 19 new additional trains and increase peak capacity by 20,000 passengers. o Level Crossing Removals Programme $5 billion - $8 billion: Project will remove 50 level crossings on the metropolitan rail network to improve safety and reduce congestion. Funding for the project will be sourced from the VTBF. The incoming government has also discussed the application value capture mechanisms to generate additional funding capacity. o Suburban and Country road upgrade and repair $2 billion: Project will deliver upgrades and repairs to outer suburban roads and country roads over the next eight years. Suburban roads will be allocated $1 billion and country roads will be allocated $1 billion. o New rail extension from South Morang to Mernda $400 million - $600 million: Project will build a new rail extension from South Morang to Mernda in Melbournes North. o West Gate Distributor Project will construct a tolled West Gate Distributor from Geelong, Ballarat and the western suburbs into Docklands. It will include new bridge on-off ramps that create a direct route for freight travelling to and from Melbournes port. $400 million - $500 million o Tullamarine Freeway Upgrade $250 million: Project will deliver: Additional lanes to the northern section of the Tullamarine Freeway between the Western Ring Road and Melbourne Airport; employ active lane management technology; and ensure availability of a minimum of six lanes on the Tullamarine Freeway between the CBD and the airport. o Hoddle Street $60 million: Project will install computerised traffic management systems along key junctions along Hoddle Street between the Eastern and the Monash freeways. o 24 hour public transport $50 million: Trial of 24 hour public transport for Fridays and Saturdays. o Duplicate Thompson Road $175 million: Project will duplicate Thompsons Road between EastLink and Clyde Road to ease traffic. o Northern Suburbs road upgrades $135.7 million: The package of upgrades include: 1. A new interchange connecting OHerns Road with Hume Freeway; 2. Duplication of 1.4km of OHerns Road east of the new interchange; and 3. Duplication of 3.9 km of Yan Yean Road, between Diamond Creek Road and Kurrak Road o $100 million bus package $100 million: The package will 1. add new routes in Melbournes growth areas; 2. increase frequencies of existing services in high demand; 3. restore cut services; 4. provide new; and 5. build related infrastructure. . Investment in Social Infrastructure- Project and Program Commitments o Western Womens and Childrens Hospital (Sunshine) $200 million: to build a the new five-story hospital. o Monash Heart Hospital $150 million: Committed to build Australias first dedicated cardiac hospital at Monash University in Clayton - with an expectation that project partners will contribute the remainder of the estimated $300 million to $350 million total cost. o Casey Hospital Expansion $106.3 million: Major expansion of Casey Hospital, with the expansion expected to allow for 12,000 more patients, 8,000 more surgeries and 500 more births per year. o Education plan $1.3 billion in new capital spending, including $1.12 billion for new and upgraded buildings, and $179.5 million for educations support services. Tafe will receive an investment of $320 million Tafe Rescue Fund and $50 million of capital grants to upgrade and build kindergartens across the stage. . Victorian Energy Efficiency Target Scheme: Continue the operation and further expand (it was previously going to be phased out by the end of 2015) . Renewables Investment: incoming government committing to wind-back planning controls on renewables development eg. halving exclusion zones to dwellings. Labor is committee to Turing Newstead (Loddon River) Victorias first solar town including $200,000 grant to Newstead 2021 community group.
