Government has come up with a new national land reform policy , under which it proposes to ceil agricultural land owned by any family in excess of 10 to 15 acres with the intent of equitable distribution of wealth amongst the rural so that they can live with peace and pride. If that is the principle why such injustice with urban poor, why such reforms should be for Agricultural land only and why not other assets or assets owned in urban areas which are of more value than agricultural land in India. Introduction of the policy itself says that Land is the most valuable, imperishable possession from which people derive their economic independence social status and a modest and permanent means of livelihood. Land also assures a person identity and dignity and creates condition and opportunities for realizing social equality. Thus by implementing this policy, government will take away economic independence, social status and a modest and permanent means of livelihood from from current owners . It will also take away identity and dignity of current owners to others in an unjust manner. If government want equal distribution of wealth amongst the people, it should fix a wealth limit for all families/person whether said person belongs to urban area or rural area. Because there many persons who are helding immeasurable wealth in urban areas which can be distributed amongst urban poors so that all the poors in this country whether urban or rural will have peace and prosperity as defined in the policy. By this mean there will be total equality at all levels. Even an agriculturalist holding 50 acres of land does not owe any economic and social independence or social status when we compare him with urban giants who have innumerable wealth. This is because an agriculturist in India can never be rich person. In order to remove inequality Government has already laws in place like Income tax act and wealth tax Act, But Govt is not effectively implementing it to remove the inequality on account various reason one of the prime of which is corruption. There is no accountability of public money. By introducing this policy , The agricultural land will go into Inefficient hands who do not know what farming is, resulting in low food production and low agri yield. On one side Government is coming up with Food security bill whereas on other hand it introducing policy which will definitely lower the food production. I think the Government should very clearly state in its policy, that basic objective of this reform is securing vote bank and encouraging more corruption by misutilising the surplus land ceiled from real farmers. The Title of the Act should not be Land ceiling Act, But Land robbery Act. CA Ashish R Bhattad...
