Here is a little bit of information from my own Personal experience. We all know that levees are a tax. this includes Council rates etc. Where I live in SA in the outback there is no Council, so no council rates. The town itself only has a post office and a tourist center. Most of us have been happy to pay the progress association $37.00 per quarter on a voluntary basis to have our household rubbish removed once per week Plus be able to dump outside rubbish at the tip once a week. Suddenly the progress association decided to get the SA Outback Communities Authority involved. So the OCA which is an SA govt Body with an ABN Number.Negotiated with the SA Government to force us to pay $240.00 per year because we dont pay rates. On top of this the SA Natural Resources Management board saw fit to impose another levee on us because they needed money to manage the Artesian Basin at Olympic dam because BHP was extraction millions of litre of water from the Artesian basin for their uranium project. and the squaters in the area are having dingo problems with their sheep and they dont know how to trap them. So the NRM hit us with another levee for that. Whenever we had meetings with both these organizations and right from the start I told them I would refuse to pay them. as our Constitution does not allow the States and Territories to impose taxes. a levee is a tax. I asked the NRM rep as to Why they did not charge BHP for the use of the water. their insulting reply was Öh its not appropriate. The Artesian basin does not come any where near the town I live in and 98% of residence here are pensioners. So while a lot of residents paid these unlawful levees I have refused to do so and it is now 3 and a half years and still I have not paid. The Nrm kept sending me what I call, their Invoice /offers to contract on a monthly basis adding interest. I will post this then continue.
