How is it that any other citizen of Citrus County could not get away with this!!!!!!! Why is it that our own County commissioner is doing his best to take away from the Taxpayers of Citrus county, the ones he is always saying he is looking after their tax money, would it not serve the taxpayers of citrus county to keep the money we pay in Citrus county??? Chronicle Commissioner Scott Adams has pledged to recuse himself from any decisions about the firm. Citrus County officials know of the violation, but have ignored the ordinance’s enforcement sections and instead are waiting for direction from the county commission. Good Fella’s Roll-Off and Waste Disposal Inc. received the school board contract in September and has taken garbage to the Heart of Florida landfill in Lake Panasoffkee. Both the landfill and garbage-hauling company are jointly owned by Adams, state Sen. Charlie Dean and Dean’s son, Charlie Dean Jr., who is the company president. The county has an ordinance requiring that garbage collected in Citrus County be deposited in the Citrus County landfill. Alternative disposal sites are allowed only by county commission approval, after a determination is made that the landfill won’t lose a significant amount of revenue. According to county records, the landfill received $44,874 in school district revenue in fiscal year 2012-13 and received $38,654 in fiscal year 2013-14 through June of 2014. The fiscal year is Oct. 1 to Sept. 30. The county commission has scheduled the Good Fella’s issue on its agenda five times, including last Tuesday, but each time the matter was pulled at the request of Dean Jr. or Good Fella’s attorney, Bill Grant. Adams has said he will abstain from votes involving Good Fella’s. With Scott Carnahan and Ron Kitchen joining the county commission on Nov. 18, replacing outgoing commissioners Rebecca Bays and John “JJ” Kenney, it’s uncertain whether the board would stop Good Fella’s from taking waste to the Sumter landfill. However, the ordinance that requires county disposal sets up a process to fine offenders. It requires the Solid Waste Division manager to ask the county administrator to conduct a hearing. If the administrator finds the company is in violation, he can fine the company up to $500, require reimbursement of the landfill’s lost revenue, and suspend its county license. The hauler could then appeal to the county commission, which would either hear the case itself or appoint a special hearing officer. Nowhere does the code reference the county commission directing the county attorney to enforce penalties. County spokeswoman Tobey Phillips said county officials had held off on enforcing the ordinance in the hopes that Good Fella’s would comply on its own. She said County Attorney Kerry Parsons is awaiting direction from the county commission to proceed in some fashion against Good Fella’s. The county sent Good Fella’s a letter in mid-October saying it had until Nov. 16 to submit documents for certification or the county would take action. According to county documents, the company does not have county certification to provide residential or commercial service. As part of the certification, the company must agree to abide by county ordinances, including the requirement that garbage collected in Citrus County be disposed in the county landfill. Neither Dean Jr. nor Grant was available for comment. Phillips said she didn’t know when the county commission would consider the Good Fella’s issue again.
