Hurricane Arthur Update 3am- The eye of the storm has passed north of Hatteras and Buxton up the Pamlico Sound and is offshore of Avon and Salvo. Hatteras and part of Frisco lost power around 1am, but most of Buxton and north still have power. Wind gusts have been incredibly strong along the eye wall.
