I had a conversation with the AG about Anguilla lack of a policy on the children of foreign children living, attending school and working on Anguilla. As I suspected, he said the responsibility for any such policy is that of the Minister(s) in council (ExCo). The belief that its London or the EU is not correct, as any such policy can be designed to have a limited impact on belonger status or EU citizenship. Therefore the lack of a policy is the failing of the CM, maybe he is not interested in such a policy or he is just too busy traveling. It also falls under the Perm Sec who I understand enjoys the power of deciding whose status is regularized on a case by case basis, rather than a policy that grants equal rights to all affected.
