I have received a PCN for an alleged contravention on 05/12/14 - TopicsExpress

I have received a PCN for an alleged contravention on 05/12/14 from Smart Parking Ltd (Asda). It is dated 23/12/14 and was received 02/01/15. By my reckoning that is well past the 14-day requirement for ANPR issued notices to keeper to nominate the driver - am I correct? It contains the usual fine, sorry invoice, of £40 if paid within 14-days of the notice date - which is rich as that is tomorrow! And £70 if paid up to 28-days etc. Any advice on how I should proceed?
