In my opinion, Ottawa County Prosecutor Mulligan (D) himself a subject of both investigations; unlawfully assigned the Put in Bay police misconduct and the Common Pleas Court rifle cases to Lucas County Assistant prosecutor Jeff Lingo (D) in order that the outcomes of these investigations are undermined and misconduct in the Prosecutors office, Sheriffs office, and Put in Bay Police department covered up. Mr. Mulligan has no legal authority to appoint a special prosecutor to investigate or prosecute anything under Ohio law and he and Jeff Lingo are blatantly obstructing justice by their illegal actions in these cases. The government officials with the legal authority to appoint a special prosecutor in Ottawa County, Ohio are the Attorney General of the State of Ohio Mike DeWine or Common Pleas Court Judge Bruce Winters. Mark Mulligan has usurped their authority out of fear his and his political associates alleged criminal acts will be exposed if an independent special prosecutor committed to justice is properly appointed to review their actions. It is time for concerned citizens to work together to remove Mark Mulligan from office and or indicted for corrupt activity.
