Anniversary Lies By Tobago Council People’s National Movement Story Created: Jun 2, 2013 at 7:43 AM ECT ( Story Updated: Jun 2, 2013 at 7:43 AM ECT ) During the three years of People’s Partnership governance of this country, the population has been subjected to a level of disrespect, abuse and deceit unparalleled in the politics of Trinidad and Tobago. The UNC leadership, enthusiastically supported by their TOP puppets in Tobago, swept to victory in the 2010 General Elections on the promise of a new style of governance and a basket of deliverables skillfully presented by highly paid public relations experts. The electorate delivered the mandate to the Prime Minister Kamla Persad-Bissessar led government and, quite justifiably, demanded quality delivery on the promises made. The Government has failed to deliver in almost every area and, faced with the mounting discontent and disillusionment among the voters, the PP puppet masters are attempting to “spin” their way back into the public favour. Millions of dollars have been spent by Ministries and government agencies on colourful newspaper pullouts and expensive television advertisements; but the media blitz was expected to climax with the newspaper pullouts listing the achievements of the People’s Partnership, on its third anniversary. The PP Government was obviously faced with a dilemma. After three years, they had delivered little but they had to fill the space and, at least, create the illusion of delivery. The PP decision makers remained true to form, and took the decision to exaggerate and even to lie, in the most brazen and obscene manner, in their continuing efforts to “fool the people, fool the people, fool the people.” All Tobagonians must have been shocked by the Government’s bold faced claim that it would have been responsible for the construction of the Buccoo Integrated Complex. This is the facility that Minister of Tobago Development Dr. Delmon Baker had labelled as a “goat pen,” to the delight of his People’s Partnership colleague in the Parliament. Did Minister Baker and Minister Toppin sanction the inclusion of the facility in the list of achievements or is it that they were not consulted? The mischief is compounded by the further claim by the People’s Partnership “spin doctors” that their Government constructed the Pembroke Heritage Park; the Buccoo Community Centre and the Glen Road Community Centre. The residents of Pembroke who would have conceptualized the idea of a Heritage Park and who invested the prize money won in a National Cultural Competition to start the project, must resent this unscrupulous attempt to steal their kudos at this time. The PP document also speaks about the reconstruction of the Scarborough Methodist and the Scarborough R.C. Primary Schools. Teachers, parents and students of the Scarborough Methodist Primary School are aware that the building has been completed and occupied for over ten years. The Scarborough R.C. teachers, parents and students must be equally confused since work on the new school has not started and it was the Tobago House of Assembly which was responsible for their refurbishment work at the institution in 2012. The deceit rises to new heights on the issue of Internal Self-government for Tobago. The claim was that the Partnership had “Revisited the Tobago House of Assembly Act, particularly the Fifth Schedule, with the view to granting the people of Tobago greater autonomy and responsibility over matters that affect Tobago.” It is mind-boggling that a People’s Partnership Government which campaigned heavily on the issue of Internal Self-government during the Tobago House of Assembly elections and then abandoned the process after they were defeated at the polls, could have the gall to claim it as a major achievement. Tobagonians must recall that, just two weeks before the publication of the anniversary supplement, Prime Minister Kamla Persad-Bissessar would have said that “There is a Constitution Commission which I think has now overtaken the Tobago Bill.” The fact that there is a Constitution Commission that has overtaken it, she then emphasized that, “The current session of the Parliament has come to an end and the Bill will naturally go the way of all Bills that remain at that state and lapse.” This statement must be evaluated in the context of the Prime Minister’s refusal to respond to the Chief Secretary’s proposal for meaningful discussions between the Central Government and the Tobago House of Assembly, on the issue of Internal Self-government for Tobago. It is instructive that an analysis in one of the daily newspapers concluded that “The supplement lists sixteen achievements in Tobago, but six of these were done by the Tobago House of Assembly itself, while four are either incomplete or were done by the previous PNM administration.” The article which is titled, “More sparkle than substance,” illustrates that the dishonesty reporting was just as evident, with respect to Trinidad based projects. According to the article, there is “a gap between propaganda and reality” exemplified by the labeling of mere formalities such as the signing of an agreement as major achievements; such as the claim for the rescinding of the Property Tax when Minister of Finance Larry Howai has signaled clearly that in a Sunday Express interview that “We have to bring back that property tax. It is costing the Treasury Money (in lost revenue) that could be used to develop the country.” The People’s Partnership owns review of its first three years in office is highly instructive and revealing. That document confirms that the present administration does not hesitate to obfuscate, to exaggerate, to mislead and even to lie, in its bid to win the approval of the populace. But the Tobago Council’s main concern is that the Tobago Organization of the People is colluding in these crude and disingenuous efforts to mamaguy the people. It is an insult to our intelligence that the TOP could believe that Tobagonians could be so easily duped. They have definitely not learnt the lessons from the January 2013 elections and the Council is convinced that as long as their posture and their behaviour do not change, the people of Tobago will continue to teach them the appropriate lesson
